asked whether a gentleman without pre war service or sea experience, employed in a secretarial and non-executive position and holding a commission as temporary acting-paymaster Royal Naval Volunteer Reserve, has recently been granted the rank of acting-commander Royal Navy; whether all executive officers of the Royal Naval Reserve or Royal Naval Volunteer Reserve will now be eligible for appointment to Royal Navy rank; and, if not, what are the grounds upon which this officer has been selected for such a special privilege?

The appointment in question has been cancelled. Under present Regulations, only officers, Royal Naval Reserve, "who when on actual service in the Fleet shall have greatly distinguished themselves in action with the enemy, or who, by the character or length of that service, obtain the special approbation" of the Admiralty, are eligible for transfer to the Royal Navy. There is no intention of supplementing this Regulation by granting temporary Royal Naval rank to officers, Royal Naval Reserve, or Royal Naval Volunteer Reserve, in certain cases.
