asked the Parliamentary Secretary to the Ministry of Food if he will state the reason for compelling persons to obtain a ration card in addition to a registration card, a sugar card, a meat card, and a butter card?

Mr. CLYNES

I presume that the hon. Member refers to the supplementary ration cards now being issued to persons entitled to supplementary rations of meat in respect of heavy work. As the meat cards had already been issued, there was clearly no way of enabling such persons to obtain supplementary rations except on a new card. As has already been announced, it is proposed, as from 14th July next, to issue a single ration book, replacing the meat and food cards, sugar tickets, ration papers, and sugar coupons now in use. It will still be necessary for persons entitled to supplementary rations to have in addition a supplementary ration book.

May I ask the hon. Gentleman whether there is not another ration card, not referred to in the answer, to enable persons who remove from one address to another to obtain a sugar card?

Mr. CLYNES

There may be such a card to cover a temporary period during removal.

I myself had to obtain a ration card, though I certainly cannot claim to be doing heavy work.

Mr. LOUGH

Cannot my hon. Friend define exactly those persons who are entitled to supplementary rations?

I should like notice of that.

To whom can the retailer apply when he thinks that provisions are not being shared out fairly?

In the first instance, to the local food control committee.
