asked the Prime Minister whether the office of Food Controller was offered to Mr. R. Smillie, and, if so, was the offer made in writing and unconditionally; and, if so made, was it declined?

Mr. BONAR LAW

Mr. Smillie was offered the appointment and refused it unconditionally. The offer was not made in writing.

Was the refusal unconditional, and was the offer unconditional?

I understand the refusal was unconditional.

But the offer; was that unconditional?
