HC Deb 24 April 1918 vol 105 c994
53. Major HUNT

asked the Prime Minister whether, in view of the fact that the War Cabinet does not contain any members with any practical knowledge of war by sea or land, and in view of the mistakes made by the various Cabinets during the War, he can see his way to add to the War Cabinet Admiral Lord Jellicoe and General Sir William Robertson?

Mr. BONAR LAW

The Government is not prepared to adopt my hon. Friend's suggestion.

Major HUNT

What is supposed to be the use of a War Cabinet with nobody on it who understands anything about war?

Mr. BONAR LAW

That is a rather difficult conundrum, but I thought that the charge against this Government was that they imagined that they did understand something about war.

Major HUNT

It is all imagination.

Mr. BONAR LAW

The principle on which we have always carried on the Government of the country is that the heads of the Departments were not supposed to be experts in the sense of my hon. Friend.

Major HUNT

Is it not quite time that this was changed?
