asked the Secretary of State for Foreign Affairs whether any assurance has been given that, as soon as order is restored in Vladivostock, the British and Japanese troops will be withdrawn?

The answer is in the negative, but it is hoped that the incident will soon be closed.

Mr. LEES-SMITH

Will the right hon. Gentleman give an assurance that, as soon as order is restored, these troops will be withdrawn?

Lord R. CECIL

That is a ridiculous question to ask.

Mr. LEES-SMITH

Will the right hon. Gentleman give an assurance with regard to the British troops?

Mr. HOGGE

Will the right hon. Gentleman impress upon the Cabinet the necessity of the Japanese doing a little more?
