The hon. Member presumably refers to the orders issued by Lord Morley in 1910 which were to some extent relaxed by Lord Crewe in 1912. In 1916 when the Indian Industries Commission was appointed the Secretary of State authorised the Government of India to instruct local governments that, pending final orders on the Commission's recommendations, they need not consider themselves unduly restricted by the Orders in force should they desire to help particular industries.
