Progress in negotiations is being made as expeditiously as possible; but it may be assumed that it will be impracticable to -commence building operations during the War.
§ Mr. FIELDIs there any hope of commencing these operations within a reasonable time — because there is a good deal of dissatisfaction about it?
§ Mr. ILLINGWORTHIt depends how long the War lasts. I do not think it is possible at all to make a commencement while the War lasts.
