It shall be the duty of the Coal Controller to provide from any funds receivable by him by virtue of his control of mines for the fulfilment of any financial obligations imposed upon him by the said agreement without recourse to moneys to be provided by Parliament.

On behalf of my right hon. Friend the Member for Cleveland (Mr. H. Samuel), I beg to move, " That the Clause be read a second time."

This Clause provides for the fulfilment of financial obligations by the Coal Controller, and the best speech that could be made in support of it was that delivered earlier in the evening by the Solicitor-General, who assured the House that this scheme was to be self-supporting, that, indeed, there was to be no demand made on the Treasury, and that it would not be necessary to have recourse to Parliament for any grant for the pur- pose of making ends meet. If that be so —I do not know whether it is or not; we only had the statement of the Solicitor-General for it—obviously the new Clause is fully justified for all that it declares is that it shall be the duty—

I am sorry to intervene, but I had overlooked the point. Our rule is that a Member moving a Clause on behalf of another Member must bring it up as a manuscript Clause in its turn at the end. It would be a pity to break into that rule, and I will note this as a Clause for that stage.
