§ 22. Mr. KINGasked the Secretary of State for the Colonies whether the Proclamation of June, 1915, in Ceylon was given in a general form to all Government agents and assistant Government agents by Governor Chalmers or by any other person; whether the general instructions to them included the instruction to shoot at sight under certain circumstances; and whether, as the action of Governor Chalmers has been strongly criticised, be will say, or will inquire, what part Governor Chalmers had in drafting or issuing the condemned Proclamation?
