HC Deb 27 November 1917 vol 99 c1819
22. Mr. KING

asked the Secretary of State for the Colonies whether the Proclamation of June, 1915, in Ceylon was given in a general form to all Government agents and assistant Government agents by Governor Chalmers or by any other person; whether the general instructions to them included the instruction to shoot at sight under certain circumstances; and whether, as the action of Governor Chalmers has been strongly criticised, be will say, or will inquire, what part Governor Chalmers had in drafting or issuing the condemned Proclamation?

Mr. HEWINS

I would refer the hon. Member to the answer which I gave him on the 21st instant.
