1. Mr. LYNCH

asked the Secretary of State for Foreign Affairs whether, as between the Allies and the Central Powers, the question of Belgium could be considered settled if the Germans agreed to grant to Belgium such forms of self-government as are consistent with the country being ruled by a Viceroy who should sit in Brussels as the representative of the Kaiser and who should be represented in the Reichstag by a secretary sitting as a member of the Prussian Government?

The reply is in the negative.

May I ask the Noble Lord why he objects to the application of this principle to Belgium, while he insists upon applying it to Ireland?

Lord R. CECIL

I do not think the cases are in any degree parallel, and I do not believe anyone can think that Ireland has been treated with undue harshness during the present War.
