asked the Chancellor of the Exchequer whether his attention has been called to the information published from Russia that the decision of the Bolsheviks to start an armed rebellion was taken as a result of his statement that the Paris Conference was only for military purposes, and not to decide war-aims; and whether the Government is now prepared to reconsider its decision?

As regards the first part of the question, I have seen the Press cutting which the hon. Member has sent me. The answer to the second part of the question is in the negative.

Does the right hon. Gentleman remember that at the All-Russia Congress, on 26th June, M. Lenin said to M. Kerensky that he would fail to induce the Allies to state their war aims when he and the Bolsheviks took control, and is it not the fact that the Government have done exactly what M. Lenin counted upon?

My attention has not been called to what M. Lenin said, but if it had been I should not have attached the same importance to it as the hon. Member does.
