asked the Secretary of State for Foreign Affairs whether his attention has been called to the need for fresh and more forceful diplomatic representation in Petrograd; and whether, in order to meet the new situation, he has considered the appointment of a special mission to Russia?

Lord R. CECIL

The answer to both parts of the question is in the negative. I have more than once expressed in this House the complete confidence which His Majesty's Government have in the ability, courage, and discretion of Sir George Buchanan.

Mr. KING

Is the Noble Lord not aware that the Prime Minister has recently received a Memorandum on the lines suggested by my question?

Lord R. CECIL

No; I am not aware of that.

Mr. KING

Will the Noble Lord inquire of the Prime Minister?

Lord R. CECIL

If the Prime Minister had any information, I really think he would communicate anything of that kind to a subordinate Minister if he thought it right.

I will ask a question of the Prime Minister on the subject.
