§ Mr. WATT(by Private Notice) asked the Secretary for Scotland whether, in the further restriction of sale of liquors which is in contemplation for initiation this week by Order in Council, he will adopt the system of allowing by permits each licence holder to get a certain percentage of his former wants in the same manner as petrol has been licensed, so as to prevent brewers and distillers being able to give all their available supply to favoured houses?
