Mr. STANTONasked the Parliamentary Secretary to the Ministry of Food if he will advise His Majesty's Government to introduce a system of rationing by ticket of sugar, potatoes, and general groceries, so that all classes shall have, and only have, their fair proportions thereof and prevent hoarding and wastage?
Captain BATHURSTHaving regard to the expenditure of man-power and money which would be involved, the Food Controller is very reluctant to recommend the introduction of a compulsory rationing scheme, unless, or until, extreme shortage of supplies renders such a course inevitable. He considers that hoarding and waste can be prevented by less cumbrous machinery.
§ Mr. BILLINGMay I ask whether the hon. Gentleman is prepared to consider a system of local tickets, which could be done quite simply without the organisation suggested?
Captain BATHURSTPerhaps the hon. Member will explain the extreme simplicity of the course which he recommends?
§ Mr. W. THORNEIf the Government are going to consider this question, will they also consider the advisability of a family book instead of tickets?
