HC Deb 20 March 1917 vol 91 cc1710-1
75. Mr. STANTON

asked the Parliamentary Secretary to the Ministry of Food if he will advise His Majesty's Government to introduce a system of rationing by ticket of sugar, potatoes, and general groceries, so that all classes shall have, and only have, their fair proportions thereof and prevent hoarding and wastage?

Captain BATHURST

Having regard to the expenditure of man-power and money which would be involved, the Food Controller is very reluctant to recommend the introduction of a compulsory rationing scheme, unless, or until, extreme shortage of supplies renders such a course inevitable. He considers that hoarding and waste can be prevented by less cumbrous machinery.

Mr. BILLING

May I ask whether the hon. Gentleman is prepared to consider a system of local tickets, which could be done quite simply without the organisation suggested?

Captain BATHURST

Perhaps the hon. Member will explain the extreme simplicity of the course which he recommends?

Mr. W. THORNE

If the Government are going to consider this question, will they also consider the advisability of a family book instead of tickets?

Captain BATHURST

If the hon. Member will explain to me the nature of his proposal, it certainly will be investigated.
