asked the Home Secretary if he is aware that the lighting order rendering it necessary for cyclists to carry two lighted lamps from half-an-hour after sunset to half-an-hour before sunrise, at a time when the bicycle is being used to a larger extent than heretofore on account of restricted facilities for travelling and increasing fares, is resulting in a substantially increased consumption of oil; and, having regard to the necessity for the strictest economy in the consumption of all articles and particularly those affecting merchant shipping tonnage, will he consider the advisability of reverting to the old order requiring cyclists to show lighted lamps from one hour after sunset to one hour before sunrise?

Experience has proved the value of the present requirements as to the lights to be carried on bicycles and as to lighting-up time. I do not think it would be advisable to relax them.
