asked the Chancellor of the Exchequer whether, in. future, in order that the House of Commons may continue to have control of finance before agreeing to accept a gift or grant from any quarter, he will place before the House of Commons the conditions upon which the money is offered?

In any case where conditions for which the consent of the House of Commons is required may be attached to gifts or grants offered, the conditions will always be submitted to the House.
