asked the Secretary for Foreign Affairs whether, in view of the failure of the agreements with neutral merchants to prevent them from supplying Germany with quantities of raw materials and necessaries, he can see his way to put an end to these agreements and allow the Navy to prevent these extra supplies of foodstuffs and necessaries from being imported into neutral countries for the benefit of Germany?

I do not consider that the agreements referred to by the hon. Member have failed in their object, and His Majesty's Government do not propose to terminate them. With regard to the latter part of the question, I am in constant communication with the Chiefs of the Admiralty, and I am authorised to say that they do not share the views of my hon. and gallant Friend.
