54. Mr. LYNCH

asked the Prime Minister whether any agenda has been or will be prepared to guide or limit the discussions of the Imperial Conference; and whether it will be competent for any representative to bring forward the question of the constitutional liens which unite the Dominions, to this country and to make proposals to secure the freest possible evolution of autonomous institutions in the Dominions or in any one of them?

Mr. BONAR LAW

There will, of course, be an agenda, and the representatives of the Oversea Dominions will be free to discuss any questions which they desire to raise.

Mr. LYNCH

Will Members of this House, such as myself, be allowed to place before the Conference a well-considered scheme for the establishment, in place of Dominions, of a ring of free Republics, bound together only by mutual interests of self-defence?

Mr. BONAR LAW

Certainly; the hon. Member can make any communication to members of the Conference either by special messenger or through the post.

I will place my plan before the Conference.

When will this Conference commence?

Mr. BONAR LAW

The exact date is not yet known, but it will be commenced very shortly.
