asked the Prime Minister whether, as preliminary steps to the formation of a league of nations, the Government of Great Britain and Ireland would be prepared to enter into treaties of completely unconditional arbitration and of unrestricted freedom of commercial intercourse with its present allies, with the United States of America, and with other neutral nations?
