HC Deb 07 March 1917 vol 91 c382
47. Mr. JOHN

asked the Prime Minister whether, as preliminary steps to the formation of a league of nations, the Government of Great Britain and Ireland would be prepared to enter into treaties of completely unconditional arbitration and of unrestricted freedom of commercial intercourse with its present allies, with the United States of America, and with other neutral nations?

I do not think any useful purpose would be served by discussing these questions at the present time.
