Mr. FELLasked the Chancellor of the Exchequer if he will entertain the idea of making an issue of bearer bonds of £l each, with coupons payable annually of Is. each, which might be on sale for small investors and meet a want which the 15s. 6d. certificates do not supply, as they give no income payable on the money invested?
