asked if oats purchased by the War Office in Ireland for their Army oat contracts will be required to weigh 320 lbs. per quarter measure in order to command the top price; and, if the oats are delivered in good condition but not of first quality, does the War Office scheme give any guarantee that it will be accepted at a lower price?

The answer to the first part of the question is in the affirmative. No guarantee has been given outside the conditions of contract, but if Army requirements necessitate it the War Department will be prepared to consider oats of a lower quality at a reduced price.
