HC Deb 28 June 1917 vol 95 c511
21. Mr. KING

asked the Secretary of State for Foreign Affairs whether he is aware of the publication in Russia of the terms of the secret treaty between Russia and Rou-mania, dated 23rd August, 1916; whether Britain is a party to this treaty; if not, whether previously or subsequently Britain approved it or guaranteed it; whether the territorial promises made therein to Rou-mania are included in our objects in the war; and whether, as stated, Rou-mania is to be entitled to sit as a Great Power at the Peace Conference?

Mr. BALFOUR

If there is a secret document of the kind referred to, evidently it ought not to be discussed in public.
