23. Mr. LYNCH

asked the Secretary of State for Foreign Affairs whether he has had his attention drawn to a statement of M. Venizelos that, though a large section of the Greek people wanted a republic, the monarchy was continued in order to gratify the wishes of the Powers; and whether he can indicate the military or diplomatic reasons that prevailed with the Allies to cause them to place on the throne a nephew of the German Kaiser?

I have nothing to add to the reply returned to the hon. Member for North Somerset on the 27th instant.

Mr. LYNCH

Does the right hon. Gentleman believe in the divine right of the German Kaiser, seeing that he desires to maintain the Kaiser's relatives on the thrones of Europe?

Mr. BALFOUR

The words "divine right' have been greatly abused historically, and I am not prepared to use them with regard to any institutions.
