asked the Secretary of State for the Home Department whether he is now in a position to announce to the House the change he has made in the rules governing the conditions of the employment of men classed as conscientious objectors?

Sir G. CAVE

I have discussed with the Committee proposals for revising their rules, strengthening their staff, and improving the arrangements for dealing with the conscientious objectors employed under them, and I hope in a few days to lay the revised rules on the Table.

Sir C. KINLOCH-COOKE

Has the right hon. Gentleman's attention been called to the statement made by the "Insurance Magazine" with regard to the rules governing the employment of conscientious objectors, and which appears in the "Morning Post" this morning, to the effect that this Committee is allowing these men a preference over the men at the front?
