asked the Secretary of State for Foreign Affairs whether the Governments of Great Britain and France were consulted by the Italian Government prior to the proclamation of an Italian protectorate over Albania; and whether this protectorate extends to all Albania?
The British and French Governments were not consulted on this subject. The last part of the question was answered on Tuesday.

Is the right hon. Gentleman aware that the Italian proclamation declared a protectorate over the whole of Albania—" Tutta Albania"?
I have not the real words in my mind, but I am quite ready to take my hon. Friend's description of them as accurate. If he knows exactly what they mean, that satisfies me. I do not know any more than he does.
