asked the First Lord of the Admiralty if he will assure the House that when the question of the route, of the proposed canal from the Forth to the Clyde is being considered that the route to be selected will be that best suited to serve both purposes, namely, that of strategy and commerce, in view of the importance that the commercial aspects of the canal as well as the strategical should be kept in view; and if he will say if his attention has been directed to the commercial possibilities of a canal by the direct route, as advocated by the representatives of the corporation of Glasgow before the Royal Commission on Canals and Waterways in 1909?

Clearly any investigations made by His Majesty's Government must include both aspects.

Are we to understand that strategy is not the only consideration, and that commercial success will also be considered by the Admiralty?
