HC Deb 19 June 1917 vol 94 cc1599-600
30. Sir G. TOULMIN

asked the Financial Secretary to the War Office, whether the provisions of Appendix XXII., Table A, King's Regulations, which applies to over-issues through an excusable misunderstanding of the Regulation or when the recovery would entail considerable hardship or present special difficulty, can be applied to over-payments made by regimental paymasters and issues made in error when the recovery of such over-payments and erroneous issues through official errors entails hardship upon the recipient or his dependants; and whether he will give instructions to that effect?

Mr. FORSTER

Yes, Sir. In such cases it is the practice to apply the Regulation.

Mr. HOGGE

Is my right hon. Friend aware that men have had deductions from their pensions at periods as long as eighteen months afterwards from the date on which the paymaster says they are due to the Army? Is that the practice of the Army Council?

Mr. FORSTER

Yes, in proper cases.

Sir G. TOULMIN

Can the right hon. Gentleman say what course is to be taken by a man who suffers from such deduction?

Mr. FORSTER

If he is still in the Army he can make representations to his company commander. If he is not in the Army he should write to the Secretary of the War Office.
