asked whether county officers and their assistants under the substitution scheme at the end of 1916 were appointed on the understanding that they were to receive pay or salary, whether or not gazetted to commissions, and, if so, why no disbursements on this account have yet been made; and whether any change of policy is, or is not, contemplated in this behalf?

My hon. Friend's reference to county officers and their assistants under the substitution scheme is not understood, as no persons under the designation of county officers were appointed. The substitution scheme has been greatly altered by the creation of the Department of National Service, and substitution officers are now appointed by and are under the control of the Department of National Service.
