§ Mr. MACPHERSONMy hon. Friend's reference to county officers and their assistants under the substitution scheme is not understood, as no persons under the designation of county officers were appointed. The substitution scheme has been greatly altered by the creation of the Department of National Service, and substitution officers are now appointed by and are under the control of the Department of National Service.
