asked the Chancellor of the Exchequer (1) whether, notwithstanding promises of early reform, he has had his attention drawn to difficulties encountered within the last few days by a school board in Scotland owing to the Bank of England's action in requiring such board to execute documents such as transfers by seal; whether he is aware that school boards in Scotland are under no obligation to possess a seal, and, as a rule, do not possess one; what course the Treasury recommends to school boards in Scotland desirous of taking up Government stock for which they have funds available; (2) whether, notwithstanding promises of early reform, his attention has been drawn to a complaint by a bank director in Scotland of the inconvenience caused by the Bank of England's declining to act on a duly registered extract power of attorney for the payment of a dividend of £15, the warrant for which has, in consequence, to be sent out to Africa for endorsement, a process which will cause three months' wholly unjustifiable delay; and whether he proposes to take any action in the matter?

Clauses which I hope to incorporate in the Finance Bill are being prepared with a view to meeting, among others, the points raised in questions 69 and 70. Meanwhile, if the parties concerned in the case referred to in question No. 70 will give the Bank particulars sufficient to enable them to identify the holding, they will consider whether any special steps can be taken.
