asked the Prime Minister if the communications sent to the International Press, and which appear in the newspapers of neutral countries, by the Petrograd Telegraphic Agency, which is the official agency of the Workmen's Coined, are censored in this country; and why their publication is not permitted here, seeing that they express the policy of the Russian Government?

Sir G. CAVE

All Press telegrams are subject to censorship in this country, but the Press Bureau have no recollection of any telegrams from this agency. If the hon. Member can give particulars of the dates and addressees of the telegrams he refers to I will inquire further.

Mr. LYNCH

Might I ask, if all Press telegrams from Russia are subject to censorship, whether the telegram which appeared in the "Morning Post" yesterday was subjected to that censorship?

The hon. Member should give notice of that question. It is impossible for the right hon. Gentleman to remember all these details.
