asked the Home Secretary if he will allow newspaper offices to use returned unsold newspapers for the printing of posters, seeing that the poorer classes have no other means of obtaining war news?

My right hon. Friend has asked me to answer this question. I regret that, after consultation with the Paper Commission, I cannot see my way to permit the exhibition of newspaper contents bills, except at the place of publication of the newspaper, from whatever source the paper for printing them may be derived.

Will the right hon. Gentleman consider this point: Seeing that the newspapers are now prohibited from using the old form of placards, and are now using a large amount of space in their columns to advertise the same thing, will he take into consideration the advisability of prohibiting all these forms of advertisements under the circumstances?
