§ Mr. BONAR LAWIn order to cooperate fully with the Government of the United States in the conduct of the War, missions representing a number of Government Departments have been for some time in America. It is necessary that there should be someone at the head of these missions to combine and co-ordinate their activities, and Lord Northcliffe has undertaken to do this work, which is not in any sense diplomatic.
