asked whether the correct interpretation of the Allies' Note to President Wilson is that it is not proposed to dismember the Austrian Empire into two or more independent States, provided that suitable forms of home rule are granted to the Czecho-Slovaks and the other subject races of the Empire?

The words of the Allied Note seem to me perfectly clear. It is the object of the Allies to secure the liberation of the races referred to, but they have not denned the exact method by which such liberation is to be secured.
