asked the President of the Board of Trade whether his attention has been called to the consumption of the small supply of paper available in the distribution at hotels and elsewhere of the allowance of sugar to the individual guest; and will he enact or recommend the more extended use of the sugar bowl to effect the same purpose?

A scheme for controlling the distribution and use of paper, with a view to giving priority to essential purposes, is at present under consideration by the Royal Commission on Paper. I will communicate the suggestion of the hon. and gallant Member to the Commission.

asked the President of the Board of Trade whether, in view of the scarcity of paper stocks and paper-making material, he will cause inquiry to be made as to the holding of out-of-date Blue Books, circulars, and leaflets in the vaults and pigeon-holes of the various Government Departments and make a request for their immediate release for a more useful purpose?

I have been asked to answer this question. Action has already been taken in the direction indicated by my hon. and gallant Friend, with the result that a considerable increase has been secured in the quantity of material available for pulping.
