§ Sir G. CAVEThe Prime Minister has asked me to answer this question. The Government have had this question under consideration and have consulted representatives of the employers and workmen on the subject. Considerable progress has now been made in the negotiations, and I hope to be in a position shortly to make a definite announcement.
