§ Mr. MACPHERSONAn officer must have held a commission for two years in order to be qualified to sit as a member of a district court-martial, and for three years in order to be qualified to sit as a member of a general court-martial. A court-martial has "no jurisdiction unless all the members serving on it are duly qualified.
