Motion made, and Question proposed, A. "That 400,000 Officers, Seamen, and Boys, Coast Guard, and Royal Marines be employed for the Sea and Coast Guard Services for the year ending on the 31st day of March, 1918."

I understood through the usual channels that this Vote was not to be taken to-night.

Sir E. CARSON

I was not aware of that.

Mr. GULLAND

I understood from the Noble Lord that he did not intend to take these Votes to-night, and I think a considerable number of Members have left the House on that understanding. Perhaps the right hon. Gentleman will agree to take Vote 1 and leave Vote A.

If there is any misunderstanding I would much rather we should not have any criticism about it. I will, therefore, move to report Progress.

Question, "That the Chairman do report Progress, and ask leave to sit again," put, and agreed to.
