asked the Secretary of State for India whether it is the intention that the functions of the delegates from India appointed to assist the Secretary of State at the Imperial Conference should be confined to advising the Secretary of State, or whether they will attend the special meetings of the War Cabinet and take part in its deliberations?

Of the representatives of India only the Secretary of State will be a member of the War Cabinet for the purpose of these special sittings. My colleagues from India will not be members of the Cabinet, but, generally speaking, they will accompany me to its sittings and will take such part in its deliberations as the subjects under discussion may require.
