§ Sir G. CAVEI am fully alive to the evils referred to by my hon. Friend. There are many difficulties in the way of further action by the police, but I am about to introduce legislation giving increased powers to magistrates which will, I hope, have a beneficial effect. The question of penalties for keeping brothels will be dealt with in the Bill.
