Mr. HOPEIt is hoped that the services of all interned alien enemies who are able-bodied will be made use of during the coming season on the land, or for other purposes of prime national importance; but my hon. and gallant Friend will understand that the principle of compulsion is not applied to interned civilians as it is to combatant prisoners.
