asked the President of the Board of Trade whether he has arranged for the installation upon British sea-going ships of contrivances, mechanical or chemical, for automatically giving light on a vessel whose boilers or engines have been put out of action?

Mr. ROBERTS

Special provisions for dealing with this question of emergency lighting on ships was made in the International Convention on Safety of Life at Sea, but owing to the War it has not been possible to bring those provisions in force.

Sir W. ESSEX

Does not the hon. Gentleman see that it is precisely because of the War that the necessity for this protection arises? Is there any Department or Board which will at once take in hand the provision of some suitable protection for our sea-going services?

The Department has the matter under consideration.
