Mr. ROBERTSSpecial provisions for dealing with this question of emergency lighting on ships was made in the International Convention on Safety of Life at Sea, but owing to the War it has not been possible to bring those provisions in force.
§ Sir W. ESSEXDoes not the hon. Gentleman see that it is precisely because of the War that the necessity for this protection arises? Is there any Department or Board which will at once take in hand the provision of some suitable protection for our sea-going services?
