asked the Chancellor of the Exchequer under what authority Income Tax assessors in Scotland are requesting business firms to fill up a form giving particulars of all persons and firms in the United Kingdom to whom such business has paid commissions exceeding a total of £25 in the past year, such particulars being names, addresses, and amounts paid; if such additional method is authorised by the Treasury; and whether it is the business of the recipient of commissions to fill up his own Income Tax schedule without involving other business firms in the matter?
