7. Mr. RONALD McNEILL

asked the Secretary of State for Foreign Affairs what arrangements are being made in consequence of the declaration of war by America for the carrying on of the work of the Commission for Belgian Relief?

Lord R. CECIL

The Commission still remains in existence, but the work of distribution in Belgium and Northern France is to be undertaken, I understand, by Spanish and Dutch subjects in consequence of the withdrawal from Belgium of the American relief delegates.

Mr. McNEILL

Is there any truth in the report that Mr. Hoover is to continue in some way connected with it, although, of course, an American?

Lord R. CECIL

I am not quite sure whether that is so or not. Mr. Hoover, as the House is aware, is likely to receive an important position in America, and I should imagine he will not be able to devote a great deal of personal attention to the matter.

Mr. SHIRLEY BENN

Will Mr. Hoover remain Chairman of the Neutral Commission which will undertake this work in a neutral port?

I hope that will be the case.
