asked the Minister of Munitions whether he is aware that the administration of the Munitions Act is causing considerable discontent and unrest among large numbers of munition workers; whether he is aware that charges which on investigation are found to be trivial and frivolous are repeatedly brought by certain firms against their workpeople, and that some foremen appear to use the Act vexatiously and vindictively; whether his attention has been called to the present position in regard to leaving certificates, including the position of a workman who has suffered the penalty of six weeks' unemployment; and whether he will have the whole question immediately investigated with a view to introducing such modifications as will help to promote a general feeling of equity?

I am aware of the consideration to which my hon. Friend refers. When the Committee stage of the Munitions of War Amendment Bill is reached I hope to make proposals with regard to some of them. Amongst the Amendments to be proposed will be one dealing with the issue of leaving certificates to men who have been out of employment for six weeks.
