asked whether the recent invitation, October, 1916, to third writers entered for the period of the War to transfer to continuous service was readily responded to; and, if not, what theory is advanced to account for the lack of applicants?

Dr. MACNAMARA

The number of third writers entered for the War who have applied to transfer to continuous service is not large. I assume that the reason is that many men who have been patriotically willing to enter in the present emergency are not desirous of continuing service after the War.
