asked the Secretary of State for Foreign Affairs whether it was on his advice that instructions have been issued to the Press to deal tenderly with the ex-Czar of Russia; and, if so, whether he can state the grounds for this action?

Mr. BALFOUR

The statement to which the hon. Member endeavours to give currency has not the slightest foundation in fact.

Mr. LYNCH

Is the right hon. Gentleman absolutely sure of what he has just stated?

Mr. BALFOUR

Well, I have no doubt about it.

Will the right hon. Gentleman take steps to undo the unfortunate effect of Lord Milner's interview with Reuter?
