asked the Prime Minister whether his attention has been called to the propaganda being conducted throughout the United Kingdom by Mr. E. D. Morel and the Rev. Herbert Dunnico, a Baptist minister, urging His Majesty's subjects to resist the operation of the Military Service Acts and prescribing methods for evading the operation of the law; and whether he proposes to take any action respecting the proceedings of those gentlemen, particulars of which had been communicated to the Directors of Military Intelligence and Public Prosecutions?

The Prime Minister has asked me to reply to this question. I have consulted the Director of Public Prosecutions in this matter, but so far as the publications referred to are known to him, he has not found anything on which criminal proceedings can properly be instituted.
