asked the Financial Secretary to the War Office whether his attention has been called to the complaint laid by the Edinburgh and Leith Master Painters' Association and the Scottish Painters' Society that Messrs. Houlds-worth, sub-contractors for painting work at Redford Barracks, are violating a rule agreed upon between the employers and operatives with regard to the payment of travelling allowance to the workmen; whether he is aware that the Director of Army Contracts has ruled that the action of this firm is not an infringement of the Fair-Wages Clause; and whether he will have the question further considered, in view of the fact that by allowing these sub-contractors to violate the district rules of the trade local competing contractors and their workmen are prejudiced?
