§ The PRIME MINISTERIn view of the fact that German aeroplanes freely drop bombs on undefended French towns, it seems not improbable that the reason that Zeppelins are not used for this purpose is the danger of crossing the front and not the fear of retaliation. The second part of the question, therefore, does not arise.
