§ Lord R. CECILThe answer to the first part of the question is in the affirmative. As regards the second part of the question, in view of the difficulty of enforcing any far-reaching measure of the nature indicated, His Majesty's Government do not at present see their way to go any further than they have already done in the Trading With the Enemy (Extension of Powers) Act.
